1. With reference to your letter of the 14th December,

2 on the subject of telegraphy and telephony in the Colony

of Hong Kong, I am directed by the Postmaster General to

say, for the information of the Secretary of State for

the Colonies, that he has held over a reply to your

letter in the hope that the material definitions would

be settled in connexion with a Telegraphs (Amendment)

Bill which is now being drafted. As however further

unforeseen delay has now arisen in settling the draft,

the Postmaster General desires to offer the following

observations on the despatch of the 1st November from

the Governor of Hong Kong.

2. The Postmaster General concurs in the view

that a comprehensive ordinance is desirable and that

it might establish an exclusive Government monopoly
